Community
Council
- This is the Urban Community's plenary assembly, the decision-making
body which debates and then votes on proposals (resolutions)
brought before it.
- The Community Council meets once a month, and its sessions are
open to the public. It is composed of 88 members, delegates
chosen by the towns from among their municipal councillors. La
Rochelle, which alone accounts for half of the conurbation's population,
has 39 delegates. The other towns have between 2 and 6, depending
on their population.
Community Bureau
- It is composed of 27 members, i.e. the President and
26 Vice-Presidents, who are appointed by the Community assembly
on its first day of proceedings. The current President is Maxime
Bono, M.P. and Mayor of La Rochelle. The seventeen other mayors
within the conurbation are Vice-Presidents and thus members of
the Bureau. La Rochelle, by virtue of its population size, has
5 Vice-Presidents and Aytré has 3, for the same reason.
- The Community Bureau meets twice a month on Fridays. It considers
reports prepared by the CDA's services and verifies that previously
approved decisions have been implemented.
Each Vice-President is in charge of one or sometimes several delegations,
each covering a given field or particular sector, which he or
she studies in Commissions and Working Groups.

- Three standing commissions exist by statute:

- Then come the working groups on various issues, e.g.
transport and travel, waste treatment, environment, communication.
These groups are composed of the Vice-Presidents, in accordance
with their delegations, but also other municipal elected officials
or, when pertinent to the matter at hand, outside persons.
