- GENERAL ADMINISTRATION
General Administration is the Urban Community's "administrative division". It prepares decisions for elected officials, sees that they are carried out and supervises the departments' internal operations.

- HUMAN RESOURCES
This department is in charge of human resource management for the Urban Community of La Rochelle (500 employees on payroll) and covers the following spheres of intervention: Careers/Remuneration - Training/Recruitment – Occupational Medicine

- INFORMATION SYSTEMS AND TECHNOLOGIES
The DSTI is responsible for installing the computer and telecommunications equipment required by the CDA's departments. It assists the General Directorate of Servicesand the member towns in managing change and enhancing the effectiveness of the CDA's administrative organisation following the widespread introduction of IT. It supervises the development of broadband internet networks for the local population, publics services and businesses. It co-ordinates ICT learning activities organised by Cyberlocal and Cybermobile.

- FINANCE
In conjunction with the CDA's General Directorate and departments, the Finance Department draws up budget and accounting documents. It monitors budget implementation, tracks cash flows and handles loan negotiations and payments. It carries out prospective and retrospective studies and assists in processing decision support files.

- Cultural facilities
- MULTIMEDIA LIBRARY
The Urban Community of La Rochelle has responsibility over the following facilities: La Coursive National Theatre, Michel Crépeau Multimedia Library, the National Conservatory of Music and Dance and the future Salle de Musiques Actuelles. The conurbation's central library, a one-acre space located in La Rochelle, has a life of its own. It is open to all forms of artistic expression (literature, music, cinema, etc.) and proposes a variety of exhibitions and conferences. It forms the core of a dense network of municipal, community and neighbourhood libraries.

- CONSERVATORY OF MUSIC AND DANCE
The Urban Community of La Rochelle has responsibility over the following facilities: La Coursive National Theatre, Michel Crépeau Multimedia Library, the National Conservatory of Music and Dance and the future Salle de Musiques Actuelles. The Conservatory, open to everyone, takes pupils from all eighteen CDA member towns, without distinction in tuition costs. When it was transferred to the CDA in 2003, six other local schools (municipal or community) joined the Conservatory in a network. This is a State-recognised Département-wide Conservatory.

- Economic and social development
- ECONOMIC DEVELOPMENT
Any enterprise planning on setting up business or developing in the area seeks advice from the Economic Development Department. In addition to business parks, the Department manages the Business Incubators and advises, guides and coaches young entrepreneurs. Along with the Communication Department, it publicises the conurbation to attract enterprises seeking to relocate.

- EMPLOYMENT – PROFESSIONAL INTEGRATION
The tasks undertaken by this Department focus on leading and co-ordinating work by common-interest community organisations in the fields of local-area employment, training and integration.

- HOUSING AND CITY POLICY
This Department works with the initiators of projects (town councils, CCAS social action agencies, social and recreation centres, job centres, etc.) to fight urban and social exclusion. It co-ordinates, strengthens and provides financial backing for actions undertaken in local neighbourhoods in difficulty. Its "Housing" purview includes maintaining social balance by building public housing spread throughout the conurbation. To do so, it manages the supplementary financing earmarked by the CDA for HLM council housing programmes. In addition, the Housing and City Policy Department takes measures to promote crime prevention.

- Urban development
- URBAN STUDIES
This Department carries out general town and country planning studies and draws up land-use plans (POSs) and local zoning plans (PLUs) on behalf of CDA member towns. On the scale of the greater metropolitan area, Urban Studies works out the "Schéma de Cohérence Territoriale" or intermunicipal coherence plan (formerly the "Schéma Directeur" or master development plan) with the Research and Long-Term Planning Department. Its job is to prefigure tomorrow's town planning.

- URBAN PLANNING AND REAL ESTATE
The Urban Planning Department examines building permit applications on behalf of each of the member towns, in accordance with rules defined in master plans and regulations (e.g., land-use plans), with emphasis on preserving the landscape's harmony, the architectural quality of new and existing buildings and the charm of the towns' streets and squares.

- MOBILITY AND TRANSPORT
The CDA is the competent authority for transport within the conurbation (it determines supply in terms of routes and operating frequency). The RTCR transport authority (Régie des Transports Communautaires Rochelais) manages the service directly in six towns and charters the services to a private company in three others. The CDA, in partnership with the Departmental Council, charters departmental carriers (OCECAR and CITRAM) for the nine other towns. In addition, Mobility and Transport implements the measures set by the Urban Mobility Plan.

- RESEARCH AND LONG-TERM PLANNING
As its name suggests, this department is in charge of preparing the future. Among its many tasks, it harmonises CDA policies, implements the SCOT intermunicipal coherence plan, manages and leads the Local Development Council, monitors the "Contrat d’Agglomération" and interfaces with partner local governments.

- PLANNING AND PROJECT MANAGEMENT
This Department's responsibilities include the development of business and industrial estates and "major" repairs, the construction of transit sites for travelling communities, the development of local public highways and car parks, assistance to member towns in building biking paths, etc.

- PROPERTY DEVELOPMENT AND SECURITY
Under this Department's responsibility: construction and installation of industrial buildings, construction of business incubators, maintenance and improvement of Community buildings, security in public buildings under CDA authority, municipal facilities and amenities, etc.

- Urban ecology
- ENVIRONMENT
This Department works on improving the environment: small heritage structures, hiking paths, sensitive natural areas. Beyond the quality of the air, it frames urban policies in a broader environmental context: Environment Charter, advice to enterprises on environmental management, industrial hazards, Point Info Environnement, etc.

- WASTE MANAGEMENT
These are the people who distribute bin liners to you once a year, organise your waste collection service (household and sorting at source), manage the Port-Neuf incineration plant, the landscape refuse composting platform in Périgny, the 12 waste sorting units, the conurbation's 500 voluntary drop-off points and the Anse St-Marc rubble depot in La Pallice.

- WASTEWATER AND SANITATION
This Department handles all aspects of wastewater sanitation: collection network (connections and system), transmission works (pumping station) and wastewater treatment plants. It manages all of the facilities within the Urban Community except in Esnandes, where they are operated by SAUR. The Department also inspects and tests non-Community sewage systems.

- PRIMARY RAINWATER
"Primary rainwater" management is another of the CDA's terms of reference. The scale on which this issue is dealt with is the major drainage basins, including flow control structures (reservoirs, dams, pumping stations, etc.) and works to preserve the quality of downstream water. Rainwater drainage from municipal roadways falls under the towns' responsibility.

- DRINKING WATER PRODUCTION
The CDA ensures drinking water production at its plant in Coulonge-sur-Charente located near Saint-Savinien, which has a maximum capacity of 30,000 m3 per day.
